Instructions

  2. 2Combine the all-purpose flour, brown sugar, unsweetened baking cocoa, baking soda, and salt directly in an ungreased 8-inch square baking pan.
  3. 3Mix the dry ingredients thoroughly with a fork. Pour in the water, vegetable oil, white vinegar, and vanilla extract, stirring until a smooth batter forms. Make sure to scrape the corners of the pan so no dry pockets of flour remain.
  4. 4Smooth the top of the batter into an even layer. Scatter the miniature chocolate chips and the 3 tablespoons of granulated sugar evenly over the surface.
  5. 5Bake for 35 to 40 minutes, or until a toothpick inserted into the center comes out clean.
