Instructions
- Make cake base: heat cocoa, chocolate chips, and water in a pan. Whisk butter/sugar/eggs into it.
- Add dry ingredients and milk. Bake at 350 degrees F (180 degrees C) for 17-20 mins.
- Make ganache: melt chocolate and cream. Cool to room temp.
- Whip the cooled ganache until fluffy.
- Frost cupcakes and top with a raspberry.
